A strong answer
Start with the exact error, target hostname and the account making the request. Confirm that you are diagnosing a WinRM-based connection; PowerShell remoting over SSH uses a different transport. Check name resolution and network reachability, then inspect the WinRM service, listener and applicable firewall rules on the target.
Test-WSMan can help establish whether a WinRM service responds. A successful response is not proof that your account can open a PowerShell session. Check authentication and endpoint permissions separately, including whether the expected hostname, domain trust and identity are being used. Treat an access-denied result differently from a timeout or an unresolved host.
Make one targeted change at a time and retest the same connection. Do not solve an unexplained failure by broadly trusting all hosts, disabling certificate checks or switching off the firewall. Record the failing layer and the smallest correction that addresses it. If a remote script then fails to reach a second resource, investigate that separate authentication path rather than assuming the initial session is still broken.
